After talking to my USPS insurance agent I called Progressive directly and got the same story. I think the other "agreed value" criteria was that the boat was under 40 feet.

I've never made a claim with them but I've used their SeaTow service. TowBoatUS showed up. I've talked with their agents and they stated that calling for a tow does not affect insurance premiums. If it ever did in the future there would be a letter sent out beforehand
