Problem with output voltage at vehicle connector

My trailor lights stopped working. The lights are mounted on a removable board that clamps on to the trailor. All circuits work when 12 volts are applied to the plug (trailor end). I also ran a test ground wire from the ground circuit on the board directly to the trailor, still no lights.
I am suspecting the problem is with the wiring in the vehicle, a 2010' Subaru Forestor. because when I check the output with a voltmeter, I get about 4 volts on some of the pins (using the white wire as ground) when the headlights are on.
Has anyone had a similar problem and know what labor or parts would be involved to fix the vehicle wiring (if that is really the problem)?
I may hook the vehicle to a friends trailor to confirm this, but thought I'd try here for advice first.

Blown fuse

We found a bad fuse (in the vehicle) for the trailor lights circuit.

It couold be the connector at the end of the pigtail on the car can be corroded. sand em and wipe off and see what you have.

Fuses keep blowing out. There was some electrical smoke inside the car after I put in the first replacement fuse.
The hitch was dealer installed when I bought the car a little over three years ago.
I am hoping that Subaru of America helps me get this problem fixed.
