The sailboat next to mine is a neglected C30 with transmission issues along with numerous other issues, like needing new running rigging, topside paint, etc. etc. He is asking $8000 for the boat. The interior is also extremely neglected. A question for you owners, is he way too high or is that in line for a 70's model C30?

What engine? Tiller of wheel? Traveler: curved or straight? Sails: size and condition?
Anyone can fix cushions, but these questions will make more of an impact on the cost of bringing the boat back to life than most anything else.

Sounds a little high and you did not mention electronics, AC or extras. I bought my 1984 Catalina 30 last year and looked at a 79 model first. I'm glad I waited. Lots of them out there. Sounds like a lot of work is needed. Are you willing to do it?
I agree with Rag Bagger, even take it a little further. Unless you're prepared and capable of doing the majority of the necessary work yourself I wouldn't consider this boat at any price.
And another thing to consider, if the cosmetics of this boat have been neglected, there's no reason to expect the machinery and equipment hasn't suffered the same fate.

Hull & deck paint - $3K
Running and standing rigging - $2K
Cushions - $3K if you're lucky
Engine - oh boy, could be up to $8K, maybe more

and those are just the basics. Modest electronics could be another $2K. There's $21K hanging out there if you got the boat for free and at its age, will probably be worth $15K when you're done.

It's a gas engine that was just rebuilt due to his neglect and tiller steering.I did offer him 2500 but he did balk at that. Electronics and sails I'm sure are neglected just as much as the boat. The transmission is going to probably need to be overhauled.I doubt ac is included, but I have my own hatch air. My guess is he will either fold and take the offer or the boat will die from neglect because of his lack of willing to accept what the boat is worth.
The repairs on the engine will be reasonable, that's one of the charms of the Atomic 4 and the guys on the Moyer forum are the greatest.

Just to add to the previous posts, I paid $9000 for a 1979 Catalina 30 in 2005 and it was in sailaway condition. We bought her and I did some maintenance and sailed it 110mi home. All it needed was a new compass and a cleanup (it sat for 18mo before I bought her). 4 years later, the Atomic 4 gave up the ghost for good and it would have cost me more than I paid for the boat to get it repowered.
Unless you have a lot of time and want to spend more time fixing than sailing, I would look for something that needs less attention. Believe me, it gets very frustrating when you own a boat and you're stuck in a slip or on the hard, even if you did get a good deal. I don't know what your financial situation is but Old Skool Neil makes a great point. For maybe a bit more than the $21K he estimated, you would probably be able to find a mid to late 80s boat with in good condition that you'll be able to enjoy while you get it to "how you want it" .

The beauty of already owning a sailboat is I can walk away without shedding a tear. I was mainly curious if he was wayyyyy overpriced (like I thought) or I might have been missing the mark with my realistic offer.
I have a 27' Luger Tradewinds that works for now. But as any boat owner know, you are always eyeballing something bigger and better.

I bought a 1977 for $9,500 and have dropped about another $6,000 in wiring, plumbing, electronics, and a new rudder.
Plus hundreds of hours in breaking down the interior, trucking everything home, sanding, sanding, more sanding, finsihing, finishing and more finishing. Hours cramped in the sail locker, on my back over the galley counter, in the head, hanging from my feet reaching underneath upside down with my eyes closed as I vision the nut/bolt/wire/hose...
And I mean HUNDREDS
For $3-4k with a plan and the knowledge you'll be spending at least another $14k, having the skills and patience to get 'er done...I don't know, might be exciting!!!!
Or....you can buy a 1981 for about the same price!!!!
