Our boat is on a mooring in a protected cove, but we are thinking about how we can prepare for Irene. Would putting out another anchor be a good idea? What is the best way to do this with a mooring? We'll also be wrapping a line around the jib and taking of the mainsail.

Best to remove the jib, but if you don't, mechanically pin the jib furler so it cannot turn I use a big snap-loop I got from H.Depot to go thru the hole in the drum and the shield that holds it even if the furling line parts from chafe.. consider removing the jib if you are going to get sustained winds over about 40 .. After every storm I have seen, I am amazed at how many jibs are completely shreadded afterwards. Once it begins to unroll, it increases the windage a lot and what I have noted is that there have been many boats with shreadded (formerly) roller furling jibs in the trees after storms ..

Put out another anchor on the same rode and put out as much rode as you can.
If you take a 10' piece of chain and attach it to the front (most have a hole for the purpose) of your present anchor then run it to the normal end of a second anchor you get a lot of holding power. It is probably too late for that so an addational anchor at 30 degrees to the first on a sceond rode is a good idea again with the maximum rode you can get out without running into shallow water. Consider the direction the worst wind will be coming from and the wind shift as the storm passes when placing the second anchor.
Also consider the wind blowing the water around and leaving you ether (or both) high and dry or flooded. I know in the bay the wind driven water is a big concern as it can cause that snug anchor that is out of the wind to dry out and leave the boat on it's side. The the storm passes and the water comes back in and floods the boat before it floats it again. This is more of an inland issue and not an ocean one BTW.
And don't forget chafe protection on the rode is it is not all chain.
