power tilt problems honda 90 hp

This may be off the beaten road for this forum
I have a 90 hp honda 1997 4 stroke on my 18ft motor boat
I cant lift the engine from the down position the power tillt makes noise
but no action
I cant access the fiiller for hydraulic fluid
When i turn the release valve to manual cant lift the motoreven with 2 persons
Cant drive it to dealer because engine is down cant get anyone to come to check it
Last time it happened the dealer said the hydraluic fluid was fine but had to be bled
the engine manual is useless Any suggestions? thanks
Planning to motor half the year and sail my Hunter 19 the other half

if it is a hydro unit then....

it will either leak or work provided there is fluid and the fluid does not have air in it or the pump does not have air in it. sounds like the pump is running but cant compress the air enought to get a circuit going. Air locked pump would be my guess. It probably has a bleed screw on it. Would look like a small male iron pipe plug perhaps??
course you have a motor twice or more the size of most of us so what would we know.
90 HP on a 18' boat. what where you thinking!?

Or you could pull over to one of your sailboat buddies and have him use his dingy winch to pull your motor off. then you could take it to the dealer. don't forget your oars for afterword:D
