Power motor mount

I would like to work on the motor mount on my OD19 but I can not take it off the boat. It looks like urethane foam has been sprayed on the inside of the hull for floatation purposses. Can the mount be removed from the outside? The previous owner left the boat in a slip and did not secure the motor after a sail so it suffered from the waves.

What boat are we talking about?

Ells - Which 19 is this? You may have to remove some of the foam to get to do what you want. This is not a bad thing, necessarily, because if its more than about 15 years old, its probably open cell foam and therefore liable to soak up water. If its open cell, you might consider replacing it with closed cell. You could try drilling the bolts out to get the mount off, but you'll still have a problem reattaching it.
