Is it reasonable to use Portsmouth to handicap races between boats in different portsmouth classes against each other? Such as a Catalina 22 (offshore class) vs a flying Scot (centreboard class) or is this ill-conceived?

In general not a good idea, or recommended. Just like in PHRF, rating does was not designed to span classes. It might be close in moderate breeze, but as it drops off or picks up you'll see variances in speed potential that the handicap will not cover.

The HCs wouldn't adjusted for different wind condx? Was hoping it would work since everything is based off the thistle yardstick... I'm trying to encourage more participation in our all boat races by finding ways something like a Capri 14.2 or even 18 can be handicapped against our Catalina 22 O'Day 23 fleets without too much work ... Thought Portsmouth looked promising... Any ideas?
