My Tayana has these old brass portlights and I'm not sure how to get them out. The external side has two brass screws which i've already removed. I''ve been cutting the sikaflex or whatever old bedding material underneath but it won't budge. There's also this threading on the outside of the lip, which makes me think the outer flange theaded onto the main part that goes through the bulkhead. any ideas here? i'm worried that I'm going to damage the cabin side if I put a bigger lever on it.

Try a heat gun to soften old caulk. Use a thin blade putty knife to open a gap between the port frame & gelcoat. Continue applying heat as you advance. May also try a “piano wire” windshield removal tool or a thin blade scraper blade on an oscillating tool Once you open a gap. Also try a sealant softener such as “Debond”, once you have opened a sufficient space that will allow the solution to penetrate. Use plastic or wood shims to maintain open gap while you continue to heat & advance the tools.

You will want to examine the outside. It appears in the image that the outer rim is threaded onto the port that extends through the cabin side. Use @BigEasy's suggestions to loosen any caulking between the rim and the cabin side. Use some penetrating oil like KROIL Oil or PBBlaster to release the corrosion on the threads. To gain some leverage to turn the outer rim, consider a board across the outside rim with screws that go through the board into the outer rim screw holes. It will give you something to attach to the rim and try to turn the rim after you have loosened the caulk and corrosion on the rim.
