Portlight frame exterior paint peeling

Can anyone recommend a product and preparation procedure to repaint the frame on my portlight?

Is this a common problem? My previous Beneteau portlight frames were not painted....so never had this problem.

Is that aluminum corroding and peeling the paint from underneath or is that black paint peeling from an undercoat of white?

The black paint has just peeled off what I assume is aluminum. I don't believe there is an undercoat of white paint.

Looks like a Lewmar aluminum port light. Is this a newer boat, never seen the anodized frame painted?

Only the port that is mounted on the blacked out window on each side. None of the rest of the portlights and hatches are painted.

I'm just going to try rustoleum on them to see how long it sticks.......
