Port side water deck fill

Filling my water tank to the point of overflow out of the deck fill port, water leaked in two spots in the cabin top, one just forward of the pipe and about 18" aft. I know I need to replace the deck fill and I was researching the best way to go about that, any ideas? And does the leaking indicate balsa core damage?

Unfortunately? Probably yes. You wii find out for sure when you pull the old one. Alternately I tried a Ryobi painless moisture meter for $40 that seems to work pretty well.
