Port hatch repair

This is my Hunter 23. There’s a gap at the edge of the port hatch. My thought is to just cram some two part putty (marinetex) to fill the hole. What do others think. Nothing structural here. Another problem is an area of the wood backing behind the rub rail. I have no idea how this happened or what to do. Any advice would be great.

Is that a lazzarette hatch or something else?

If the damage is wood rot, you should remove the hatch, replace the wood and properly bed it with 4200 or butyl tape.
