You are on a heading of 240°. The other vessel in the picture is heading 010°. There is a risk of collision if both maintain course and speed. Who is the stand on vessel? View attachment 194475
In thinking about this question, Jon and GG have it right, for part of the time. But, if the sub is submerged, you are the "provisional" stand-on vessel; provided they don't tell you they're there and to get the #### out of the way. :badbad:

We watched a sub coming up the York river once. About a half hour before we even sighted it, the escort boats were on the radio advising boaters to stay clear. The escort boats would move in the direction of anyone they felt was too close.
Those subs aren’t exactly slow either...

They let us know they were there and to maintain 500 yds distance.

We had a sub cut through the Offsoundings Regatta fleet off New London once. No one wanted to tack away because your day would be over if you did. The escort USCG boats were yelling at everyone. Finally the sub skipper had enough and put the petal to the metal. It was a sight to see that sub accelerate and clear out of there. We were on the wrong side of the sub and had a pleasant sail to Greenport as we watched the fleet on the right side of the sub sail away.

Similar philosophy....You (see Pic #1) are on a heading of 240° towards the only empty barstool in your favorite pub. Another guy (see Pic #2) is on a heading 010° for the same stool. (Who are we kidding the heading does not matter.)

That's because the guy in pic#2 has more air support. Just look at his inflation level. He's maxed out his PSIs.

Not all that familiar with the area but I would say sub due to restricted in ability to maneuver.

The sub. They are escorted by gunboats. Saw one in the Puget Sound. On the radio they said keep 500yds away.
