I agree with Dog. This guy won't respond to the rational approach - you already tried that - the guy says he doesn't need help docking, which is obviously not the case. And as Jim K says, drunks never think they are too drunk to do whatever it is they are doing. But then, their judgment is impaired, so what would you expect. When they are sober, they are just going to be in denial. Having a beer is one thing, operating any vehicle while drunk is another thing entirely. Sorry, I have no sympathy for drunk operators. As another poster said, this guy is a habitual offender, is unwilling to listen or accept help. He doesn't care. He isn't going to change his behavior just because someone is friendly to him. You cut him some slack, and he is just going to keep doing it. One would think the marina would deal with this kind of thing. Some might. I am certain mine would not. You have already done a version of #2, but in a friendly way. I vote for next doing #3, followed by #4.
and i would confront him sobor and let him know how you feel. i have a great relationship with my neighbors because we talk and know each other and the ones that get the cops called on know its comming and usually come over and appologize for it
