PHRF ratings vary by region. Your regional PHRF should have a website with a list of boats which you can review to find something similar, but to obtain a rating, you need to join the fleet and provide them the specifics of your boat.

This resource is helpful to get you close to your rating but you need to go to your local PHRF organization, provide measurements and complete your application. They will assign you an accurate local rating.
http://offshore.ussailing.org/PHRF.htm This link is the home for PHRF and should help you. My boat rates a 192 at PHRF-CB and an even lower 186 in PHRF-MA but in PHRF NW a 201. Go figure.
As others have indicated, there will be a local governing body that will issue the PHRF for your boat in the area you race and they oversee.
If you raced on Lake Michigan, you would likely have a base rating of 159, with spinnaker, and 171 without. This assumes the 150 genny is the standard foresail for your boat. The non-folding prop may give you a couple extra points too.
