Here in Rhode Island, Naragansett Bay my rating for JAM is 220. Now I have had ratings in Chesapeake and Lake Erie and they were different in each area. Some areas hd different penilties for different head sales ect. Lake Erie let you have a 155 with no penilty while here in RI in need to have a 150 with no penilty. Since I am more familiar with RI the penilties are as follows for my 28.5 sd. fix prop hang on sails is 220. I can get 3 secs.for roller furling another 3 secs for a roller with UV at the end of sails (canvas. Lose 6 secs. for a folding prop. and lose if I had a fin Keel. I think that is it. Good luck sailing the boat. I am still learning alot about the boat racing it. Very tender but lots of fun.
On the Western Long Island Sound I have been racing with a183 PHRF for a boat with deep keel and folding prop 153% Genoa and non penalty chute and pole. The boat is competitiveat this rating though you have to work at it. Just for comparason a Tartan 30 rates 180 and a C C 30 rates 180 and a J24 rates 174 in the same venue.
