Peeling Paint on Rudder

I've got an '88 H285. Great boat..but I'm frustrated by the fact that, every spring the paint (ablative) on my rudder keeps peeling off. I hose it down real well when cleaning the hull and top side. But when I apply the paint (using a roller), chunks of paint come off. I know I probably need to stript he entire thing (next fall!) but how to get multi-seasons out of paint is beyond me. Any ideas/suggestions?

CSC?

If it's CSC, I've had the same problem after one year so I end up repainting anyway. This year there were some patches flaking off and I couldn't wet sand it reasonably smooth so I took it down to gel coat , painted 4 coats of Interlux 2000E and then two coats of Shark White CSC rolled on with a foam roller. I can't discount the fact that we're trying to paint those wonderfull Foss Foam Rudders. Good Luck with yours.
