instructions on repair of cable block forward of hatch on deck surface ,deck surface under block supressed, core underniegh rotted, any advice on cutting out replacing and resurfacing.

I did some extensive core replacement on my P36-2... however this area was not "wet" on my boat. What I would do is:
1 - bring cable into engine compartment..... look where the cable comes down from the deck in the engine compartment through a copper tube.... unscrew the copper tube from the ss housing and bring cable down out of the way
2 - remove the ss housing on deck
3 - Cut away deck under ss housing foot print
4 - remove wet balsa
5 - then you can either replace core with balsa or fill with solid a polyester
I did this under all my stantions ...fiberglass guy put a skin of glass over the polyester.
Then feed wire back through tube.... will have to use tephlon tape on threads of copper tube / ss housing and reinstall ss deck housing.
