I just bought a 1988 Pearson 31-2. The topping lift seems unusual coming down from the mast head to the boom end and exiting half way along the boom to a cleat. I do not find this easy to operate. Is it rigged correctly? Can someone tell me how it should be rigged? Issue #2: there is another rope on the boom that I cannot work out what it does. It's not the reefing lines but thicker. Any ideas. As you guessed I'm new to this size boat. Any help much appreciated.

Yes you are right: item #2 is the outhaul. Thanks!
I think I will try using a block or two to get some mechanical advantage on the topping lift to make it easier.

The topping lift line is normal. I have the same setup on my boat. You mentioned in your post that the line cleated off in the center of the boom.
A better setup would be to cleat the topping lift off at the forward end of the boom near the gooseneck where its always easy to get to on any point of sail
