I'm putting additional patch material over and existing at the corner of transom bottom and tube joint. Planning to inflat dinghy to working pressure before applying the patch so that the bond would not be stressed when in use. Is that correct?

If it ain't broken, don't fix it. Is it broken? If so then you probably ought to figure out why before you just patch over it and treat the symptoms and not cure the patient.

Yes correct, as long as you don't have an air leak that will prevent the patch from bonding. Clean it well with Acetone / MEK. Wear your PPE.

I gave a PVC dinghy to an acquaintance. It had a small leak so he deflated it and took it to the repair shop. When they reinflated it all of the seams gave out. Repair guy said "Never deflate a PVC dinghy". Personally. I would take that "never"with a grain of salt but still who knows?

I would inflate just to get the correct shape. If the leak is large you will not be able to get the patch on correctly. After applying the patch I would immediately deflate and roll the patch on a flat surface to insure a quality bond. From the location description you gave this may not be possible. It sounds like this is a hard spot to patch. And be sure that you use the correct PVC glue. I have always used the two-part formula.

Believe it or not but 3m 5700 and 4500 also can be use to bond patches to inflateables.

Sounds to me like the OP just wants to reinforce a potentioal problem site?

Yes indeed. I want to reinforce that portion. A 4year old repair (by Zodiac agent) started peeling. I patched it back and noted sharp corners of the old patching pvc, so I plan to put a round patch over-lapping the old ones, covering the sharp corners.
I too subscribe to the principle of "if it ain't broken, don't fix it" but also to the motto of "find small, fix small". ;)
