Paint falling off around properller shaft bracket

Hi I have a hunter 29.5 there is paint falling off around the prop shaft bracket - has anyone experienced this before?

How would someone troubleshoot that?

oh I kept researching it sounds like the shore power which is constantly on may be a good place to start.
