looks like the bedding compound is crumbled away allowing for a small leak, maybe 1/2tsp per hour? this does not have a inserted wheel section, it is all or nothing.

wait for fall since it is so little?, spray some flex seal from inside?, go for a swim and stick some chewing gum, duct tape and putty?, or emergency haulout and replace?

interested in opinions (regarding the repair)

There are 2-parts putty that works underwater. Try that if water not cold. You'll never know when it gets worst.

There might be a fix with the underwater epoxies or some caulk that can cure underwater, like a polysulfide.

If going down the temporary repair, remember it will be necessary to remove whatever you put there in order to make a permanent repair.
