Packing nut adjustment

I have done a complete search but did not find an answer.
When adjusting the packing gland to get your required drops for cooling, no where does it say where the drops come from.
Do they come from where the locking nut tightens against the big nut or out of the end of the big nut where the shaft comes out?
When I adjusted mine I get 3 or 4 drops per minute from around the threads where the locking nut is but nothing out of the end of the big nut where the shaft exits.
Is this okay?

The drips should come out of the big nut where the prop shaft enters. That is where the packing is located and is supposed to stop the water from outside of the boat from entering, while allowing the prop shaft to rotate.
