Yes, it is possible that packing material will expand once the boat is back in the water. Depends on the packing material, but I've used ordinary flax and it has expanded. But in your case it sounds like justing tightening up the packing nut will work. Tighten up your dock lines and run the engine slowly in gear to see how much the gland drips. If the packing material is still good, you should be able to adjust it to drip only a few drops per minute while the shaft is turning, no drops per minutes with the engine off.
