P 42 Transom Lockers Leaking.. Where?

I have had water leaking into the transom lockers on my Passage 42 for several years. I have added extra weather stripping around the openings and installed new, tighter latching hasp type locks. I am still getting water in, making everything in the lockers wet and getting mildew. Someone suggested the water was entering because of clogged drains from the starboard propane locker and/or the port aft deck lazzarette. I diligently cleaned them out (the was some clogging), but the water is still entering. I can't find any source. Any suggestions?

My locker also leaked. I found that water would enter the locker at the point where the pin used to lock the locker closed. The fix was to enlarge the hole in the boat and install a bushing. I sealed the end so water was not able to enter the boat. I also did the same thing to the anchor locker.
