I just had a related experience. My solution was to remove the
thermostate housing and located that the "small" inlet was partially
blocked. Cleaned that out. Removed the impeller and backwashed. My
thermostate was also very stiff. Fixed and reassembled...also used some
liquid gasket along with the regular material. Let that set up over
night. Next day started up and have excellent water flow out of exhaust.
Amazing what a little restriction can do.
