Outhaul question

My wife and I are brand new to sailing (i.e. we don't know squat). We just bought a 1976 Catalina 22 as our first sailboat. I have a question I hope one of you knowledgeable and patient Catalina experts can answer. How are you supposed to connect the grommet on the clew of the mainsail to the outhaul? There seems to be something missing to make that connection and I'm not even sure what part I need to look for or try to purchase.

There's usually a 'D' shackle connecting to the clew cringle from the outhaul (the line from the end of the boom).

Pat Royce's book, Sailing Illustrated, is a great book. We started with it with our C22. It's a great book to get "unsquatted."
