Outboard thing-a-ma-bob?

I'm new to outboard motoring, I was a day sailor for many years and sailed a 16' boat w/o any utility power. I now have a 25' boat with an old Johnson circa late 80ties. The throttle handle has two movable parts, first obviously the throttle and a rotating knob on the front middle part of the handle. Is this to increase the tension on the throttle? This is a 8HP motor, any one knowledgeable welcomed, thank you.

Throttle

If this is what I think it is, I had the same on a mid '80's 8 hp Evinrude. It is an idle adjustment. It allows you to slow down or speed up your "low speed". this was especially helpful for people to do a lot of trolling. On my motor, you had the throttle, then the last 1" was the idle adjustment, then in the middle of that was the shutoff button. Hope this helps.

Throttle tension?

Is it underneath the throttle? On my 5hp Nissan theres a paddle-wheel like thing that tensions the throttle. Until I tightened mine, the throttle would just roll back to idle. The plastic "brake pads" were worn thin on mine, fixed it by jamming a coupla washers in there. Just a thought. Mac

slow speed adjust.

John P has it right. I never found it worked very well on mine. Open the throttle a little when adjusting & it may help. On my outboard the throttle tension is done by tightening a bolt inside hood. Steering friction is adjusted by a screw behind & under hood.
