Can't figure out how to remove my outboard motor mount. I think it's a Fulton. The hardware seem to be blind round head with no access from the back side.

Type of Boat?

What type of boat do you have? I removed mine on my O'Day 222 by accessing the carriage bolts on the inside of the stern. I removed the wood panel (starboard side, behind settee) and crawled around to get access to the bolts. The cockpit locker may be an option on another boat, but my lockers are too small for an adult. However, once I got the bolts loose, my 10 year old son crawled down into the locker and got the bolts unscrewed the rest of the way.

Dave, My 192 has a fuel locker in line with the mount and I believe that there is no access to the back of what are probably carraige bolts as you have. I spoke to the Fulton techies and they say I'm not the first person to inquire. They also said a previous caller had to have the insde wall of his transom ripped open to get access.
