I'm not sure about your particular motor but there should be a hook that goes over the tilt rod when you put it in reverse. You should be able to see it if you look behind the motor mount.
Check the release lever for the tilt up bracket. When you lower the motor it should be engaged to lock it down.... if you don't want the motor locked down, don't gun the engine in reverse.
