If the impact driver that you are talking about is the kind that you hit with a hammer, I have had pretty good luck using those to free stuck bolts.

If you are not getting a good grip because of poor screw driver fit, measure the slot dimensions with a pair of calipers.

Jimi, I can't get to the slot unless the motor is off the boat. Haven't gotten to that point yet. I turned the boat around in the slip yesterday so I should be able to work from there. But the release valve screw is about a few inches from the water so it makes it difficult to access. Andrew said he uses a 5/16" flat blade so at least I now have something to go by..

New update... not the batteries. Motor fired up after four cranks and ran. Used flusher muffs around the cooling water intake ports. Motor starts, water flows, now to figure out why it won't go down. :cuss:

BREAKING NEWS - IT IS FIXED

Not sure how or why, but it is fixed. I went to the boat today and there was a rope tied around the motor. I took the rope off and the motor moved into the water. I played with the TT switch and nothing happened. Put a screwdriver in the slot for the manual TT relief and the screw turned. Pushed the TT switch and the motor moved up. Pushed it again and the motor went down.

WHOOT

Now, I think it was fixed by the bottom cleaners. I asked if they could turn the relief screw. It would appear that they did, but did not tell me. So I am sure that is what fixed the TT.

So, this issue is now closed. Thanks for everyone's advise. Appreciate it.
