Out board issues

Experienced mechanic but can't figure this one out, 15 hp evinrude with new tank,hose and ball and everything double clamped. Anyhow the ball pumps up good and the motor runs good but after about 5 mins at full throttle the ball will suck it's self empty and the motor dies. I can pump the ball every now and then and it continues as normal. The motor is a 89 evinrude that I also put a new fuel and water pump in and a inline fuel filter, also cleaned carb several times but nothing ever there as far as dirt

All that new stuff and you're still getting some air entrained?
I'd look hard at the "new" O rings in that hose.

I'll double check those, does the height between the motor and the tank matter much, mine is about 2.5'-3'

With the bulb sucking in (collapsing while engine running, I read) as noted, some kind of restriction in the line between the bulb and the tip of the pick-up tube in the tank.. or the vent is not venting.
IF the bulb is not collapsing but the thing is empty of fuel while engine running, then you have air getting in; most likely place is the quick connect o-ring on the tank side.

Sounds like the air vent at the fuel source is closed. Mine has a vent that twists open on the fuel cap.

It's the new style tank that yes you open the vent on the cap but it's spring loaded and I suppose only sucks air as needed, so it doesn't have any fuel spillage, and as far as the ball it doesn't collapse it just empties it's self of fuel, I'm going to check those orings in about 30 mins but should be good as everything is only 2 months old

Mine has a vent that twists open on the fuel cap.
You've got an old style tank, I think. The new ones have a one-way valve that only allows air to enter the tank when it's under vacuum.
When under pressure, they look like they're getting ready to explode.

Correct some guy, as a mechanic I would hate to send it to a shop but if I can't get it right by today it's going, I'll also add that it will run at low speeds forever, only at mid and up throttle does it empty the system

Check to see if there is an anti-siphon valve on the tank. These can stick, causing those symptoms.

Here's my tank set up, orings good, tank definitely holds pressure even with hose hooked up and no leaks in hose as far as pressure goes, vacuum may be a different story but I don't have a vacuum pump to try that

Good seal on QC adapter threads where it is screwed into tank?

I just pulled everything apart and resealed and it was tight, however the pickup tube just slides over a barbed fitting and I was able to twist it pretty easily, so may have been sucking air there, I twisted a wire around as tight as I could to help seal it

Going to go run it in a few hrs and see if the pickup tube was at fault, in drive way it ran great and the ball stayed full however it's under load when it always seems to have issues. Fingers crossed
