Oilpan Repair

I was replacing the bilge pump under my engine over the weekend and I noticed rust on the back corner of my oil pan. The area still seems solid, but it appears there was some kind of previous repair (see photos below).

What are your experiences with rust inhibitors in the bilge?

Any thoughts on what this previous repair might have been. It's not duct tape, it looks like someone masked off a section of the oilpan and painted on some kind of treatment at the rear corner and at the dipstick.

The engine is a Universal 25-XP in a '95 Catalina 30 MKIII.

I haven't, but I think you're correct. Something nasty happened to that flange and rather than replace the oilpan, they welded or brazed it, then painted to keep down any corrosion.

Mach Tape. Evidently that's what this stuff is. It's a metalized tape used by the military, which makes sense as the previous owner was in the Navy.
