It should definitely not be capped at either end or sea and/or rain water will be retained in that locker, definitely not what you want. Needs to be open and clear of debris, just like your two cockpit drains.

no fitting on the outside either. The anchor locker and that drain are connected by a flexible tube. flush it out regularly when cleaning the decks., OkieDokie is right, keep it clear.
