O'Day 28 Pan Separation

I just purchased a 1979 O'Day 28. I needed to have the boat surveyed for insurance. The survey revealed a 2’ sections of cracked fiberglass tabbing between the hull and pan liner below the forward portions of the port and starboard settee’s. It is recommended that both areas be repaired as they are directly outboard of the mast step and keel, and are in a load area. Does anyone have any advice...easy fix or really complicated? First thing I noticed is the red and green wires that run into the crack. That doesn't look like a good idea.

In principle the repair is fairly easy, grind out the old tabbing and put new tabbing in. The bigger problem is the structural integrity of the bulkhead. Even with fiberglass pans, there are often plywood bulkheads supporting the deck and helping to maintain the hull shape. They are key structural components. Check them for rot.
