ODay 27 teak toe rails

Hello!
Can someone please give us some advice on fastening down a loose (forward) toe rail on our 1977 O'Day 27? How are they attached to the deck? I don't see any indication of holes and plugs for fastening screws.

The toe rails are attached from below using pan head screws. There are about 8 of them located up and behind the cabin liner edge. They are readilly accessible with a flex driver.

If you can get the toe rail off, you should caulk it with 3-M 4200. Anytime my toe rails got loose, they leaked and that's not good.
