I have a 1985 Yamaha 9.9 four stroke and use between 1/2 and 3/4 gal per hour.

I have a 8 hp two stroke and used about 3 gal last year. I have a sailboat to sail and put up sails shortly after clearing docks. Generally though I face the wind and lower sails in open water. Although I have sailed to the dock it is a heavy boat in close quarters to stop.

I sail on an inland lake.

Depends on how fast you run the outboard.
On a 24ft boat for example, an 8 hp ob should easily get you to hull speed (1.34 times the square root of the length at the waterline) at maybe 2/3 to 3/4 throttle. Crank it up to full and it won't go much faster but will use much more fuel. Throttle back to just under hull speed and fuel usage will go way down. Appleman's quotes are good ballpark figures that I experienced at just under hull speed with my Honda. Two strokes are usually thirstier than four strokes.
