Has anyone removed the inside ceiling liner in order to repair rotted/soft balsa core for the cabin top instead of digging in from the top and be faced with a much more difficult matching repair at non skid areas? thanks

You can repair the core from the bottom, providing it's not too extensive. Checkout this thread, Dr. Judy shows how it can be done (and quite a neat job as well):

Never attempted such a task. Many prefer working from above.
I would see it as more convenient than working from underneath on your back above your head.
I watched a fellow work from inside the boat on an Ericson 29. The balsa was rotted after years of neglect. He used a vacuum technique. He got the decks repaired and was eventually sailing again. He had to remove everything in the boat to be able to do the work. That alone may be why working from above is a choice.
