This came with my 1983 23-II, the seller said it was a storm jib. It is small (LP less than 4-1/2 feet), and the material is heavier than my working jib. The big orange dot makes me think it came from a one-design of some sort. The only other markings are a tag that says "Sail Made in Taiwan. 100% Polyester Sail Clothe Made in USA". Thoughts?

Many storm jibs have orange markings, or completely orange cloth.. for visibility and reference. Besides, it is uncommon for a class insignia to be affixed to a sail other than the main. I've never heard of a One Design storm jib...they are somewhat generic in shape, relatively inexpensive, usually hank on, flat cut heavy cloth about 50 to 70 percent in size.
