7 HP
I have an older Envinrude 9.9 that does nicely. I would personally not want to go lower than about 7 HP. While my 9.9 was in the shop I borrowed a Nissan 5 (same as a Tohatsu 5, I think) and found the performace lacking. It moved OK, but had to be at WOT to do so, and used LOTS of gas in the process. Not much in the way of reserve power. If I were out in LI Sound and trying to come into the harbor against the tide, it would have taken a long time. With the 9.9 I have no concerns and I estimate top speed is increased by about 40%-50%. Yeah, it's a sailboat but it comes in handy avoiding the ferry and going from the mooring to the dock. I will say it was nice to have a light engine to move the motor mount up and down. The 9.9 is too heavy to do this with any easy - I tilt it instead.I'm not inclined to add a below-decks tank. I like being about to take it out and refill at the gas station, check fuel level easily, and I doubt I'll use more than 6 gallons a season. The Nissan 5 had in integral tank and is was very nice to have that locker available so I understand why you would want that space freeded up.
