I want to install a railing around the cockpit on my 22, what is the easiest/best way to attach it on the port side and stern port side, I cannot get under that area to use bolts. Any ideas would be great

Yes...But I need to remove some custom fiberglass work done in the starboard storage compartment then remove all of the flotation foam from under the cockpit.

Blind hole fasteners
Not saying you should do it, but there might be a blind hole fitting that could work. The downside is the hole has to be large enough to pass the toggle and you don't get to use a backing plate or washer.
Also a link on embedded hardware. Given the thickness of your laminate, probably not enough material to work with.
Proven method is to get dirty and do it "right" or conventional method.

I also have an Oday 22 and have army-crawled head first down the port berth toward the stern. Not fun, but doable. Maybe I'm missing something here because you mentioned that there is some sort of custom fiberglass work that is making you crawl from the starboard side? My starboard cockpit has a lazarette, so is accessible from there. The port side is, as I mentioned, available by crawling headfirst. I had to do this when mounting a swim ladder on the transom. The port-side mount should seem easy enough to get to I would think. I've attached a photo...
