Several possible explanations.
The hose is clogged and water can't get through.
It is normal behavior. The common bilge pumps in our boats push water out of the bilge, which works fine up to a point. Once the water level gets low the pump starts pushing air, which it does poorly. The float switch turns the pump off because the water level has dropped and any water in the hose flows back down into the bilge. The solution is to use a diaphragm pump. However these are more expensive and there is always some residual water in the bilge, best removed with a sponge.
