Notice of Race

1. Rules

This regatta will be governed by the Racing Rules of Sailing for 2013-2016 (RRS) with the prescriptions of US Sailing, this Notice of Race (except as any of these are altered by the Sailing Instructions), and the Sailing Instructions.

The Organizing Authority is the Illinois Valley Yacht & Canoe Club and the Host Fleet is the IVY Open Racing Fleet (IORF).

2. Changes to the Racing Rules

2.1. RRS 35 will be changed to provide that boats not finishing within sixty (60) minutes after the first boat to finish will be scored “Did Not Finish” (DNF).

2.2. RRS 62.2, with its US Sailing Prescription and 66 are changed to provide that, on the last day of racing, requests for redress and requests to re-open a hearing must be lodged within 1/2 hour of the time final results have been posted.

2.3. RRS A2 will be changed to provide that there will be no throw-outs.

2.4. RRS 61.3 will be changed to provide that the protest time limit is one and one-half (1.5) hours after the race committee signal boat docks.

2.5. Appendix A4.1 will be changed so that a boat starting later than ten (10) minutes after her starting signal will be scored “Did Not Start” (DNS).

3. Eligibility and Entry

3.1. The Regatta is OPEN to all competitors that submit a completed Entry Form to IORF. The entry fee is $65.00. Entry forms and payment must be received by 1900 hours Wednesday,
3.2. October 1st, 2014. The entry fee includes boat and trailer parking, launching, hauling, Saturday lunch for skipper and crew, cocktail party, and trophies.

Lunches will be provided to the boats and crew for up to 4 people. Additional lunches are available at $6.50 per meal and need to be reserved by Wednesday, October 1st, 2014.

3.3. Entrants are required to submit a copy of a current certificate of insurance showing minimum liability coverage of $300,000 with their Entry Form.
3.4. The Official Entry Form, proof of insurance and applicable fee(s) shall be submitted no later than Wednesday, October 1st, 2014 via mail to:

• 1500 – 1900 Registration & Rigging Assistance
• 1500 – 2200 Drinks at the club

Saturday, October 4, 2014

• 0700 – 0900 Coffee and Donuts
• 0900 – 0915 Skippers Meeting at IVY Club Clubhouse
• 0930 – Harbor Gun
• 1000 – Warning signal for 1st Race
2nd Race following Race 1
3rd Race following Race 2
• 1500 – Latest time to Start a Race
• 1700 – ???? Cocktail Party and Dinner at member’s home (directions to be provided), or at IVY Club.

Sunday, October 5, 2014

• 0700 – 0900 Coffee and Donuts
• 0930 – Harbor Gun
• 1000 – Warning signal for 4th Race
5th Race following Race 4
• 1300 – Latest time to start 5th race
• Awards as soon as possible after end of 5th race

5. Disclaimer

The completed Official Entry Form shall constitute a waiver of loss for skipper and crew, damage or injury to persons or property occurring in conjunction with the regatta or on the property of the Illinois Valley Yacht & Canoe Club or any other facility hosting an event of this regatta.

The Organizing Authority and the Host Fleet, their members, employers, officers and/or agents shall not be responsible for any loss, damage or injury that may occur to person or property whether ashore or at sea as a consequence of the participation of any boat.

It is the sole and inescapable responsibility of the Skipper of each boat to decide whether or not to start or continue in any race.

6. Sailing Instructions

The Sailing Instructions will be available by 1500 hours on Friday, October 3, 2014.

7. Racing Area

The racing area will be on the waters of the Illinois River, Peoria, IL at approximately mile marker 167.9.

8. Courses and Procedures

Courses and procedures will be according to Appendix K, Addendum A of the RRS.

9. Scoring

9.1. Speed Potential Ratings, as assigned by the IORF PHRF Committee will be used for correcting the times recorded. All ratings will be adjusted as per US Sailing Prescriptions.

9.2. PHRF Classes will be scored using the handicaps provided by IORF.

9.3. Any competitor without a valid IORF PHRF certificate will be assigned a temporary rating. Please indicate on the Official Entry form if the boat does not have a current IORF PHRF certificate.

9.4. The low point scoring system of RRS Appendix A3 will apply.

9.5. Five (5) races are scheduled of which one (1) must be completed to constitute a regatta.

9.6. All boats will sail in a single division.

10. Prizes

Prizes will be awarded to boats finishing in 1st through 3rd place.

11. Lodging and Docking

There are numerous hotels and motels located within 15 minutes of the Ivy Club. Please contact the racing coordinator if you need further details.

There are several transient dock slips available in the IVY Club marina for use during the regatta.

We have at least 10 boats and get 6-8 Capri 22's with an S2 7.9, 6.9, 6.7 and a Beneteau 235 sometimes as well. But other boats have joined in as well.
