Non skid in the head

The black non-skid in the head of my new (1992 - new to me) H30 is peeling up. Any suggestions on the best adhesive for putting it back down? Also, what should I do to prep it? Should I pull up the whole thing, even though only half of it is loose?

Is what was recommended to me and what I used successfully. I would try to pull it all up. If too much resistance, then I think it is OK to just do the debonded part. Rick D.
