Sand
CeeBee,I don't think you have any alternative. I think you are going to have to sand. I am assuming that you will paint the topsides again.....Sand with 40 to 80 paper and remove most of the non skid(all of the paint). When you repaint, make sure you add nonskid (polymetric) to the paint in the nonskid areas. I say sand, because the other paint did not bond and it is probably because of poor prep. You now pay the price to remove their mistake and prep properly. If you don't get all the old paint, you will see the new paint job fail when the old one continues to loose it's bond. Don't worry about the sanding off the non skid. The deck will not be any less structurally sound.Good luck, I am in the same situation, but it is the first time my boat is being painted.
