Newport 16' rudder assembly

My brother is restoring a Newport 16' sailboat but needs to replace the rudder assembly. We are having difficulty finding one. If this part does not exist what are my options? Are there other boat brands that may be compatible? Are the metal components for the assembly similar to others that we can build our own? Thanks.

Check out an article on Sailnet

Recently I was browsing articles on the sailnet.com site (you can access the articles from their main page) and there was one on retofitting tiller steering on a Pearson 10M which had been converted to wheel. The article named a company which built the tiller and hardware required. This seemed to be their area of expertise. Kevin
