How do I replace the outhaul line running through the boom? I pulled the cable from the boom end until the block with the line around it was visible. Since the line runs through the block I assume one end is tied off somewhere while the other end runs out the mast end of the boom for tension adjustments.
Where is the tie off?

I learned very early in my sailing career that you never pull on a line until you understand what will happen. In my case it was a halyard "Tail" which I quickly learned is attached to the halyard because the halyard came tumbling down the inside of the mast. Then I spent a long tense afternoon with the admiral trying to re-rig it.
It sounds like you have purchase for the outhaul (The block). It is likely tethered somewhere on the mast end of the boom. Look of rivets on the outside of the boom. Then one end of the outhaul line is the end you handle for adjustment and the other end is attached to the outhaul cart or clew of the sail often going around a roller at the end of the boom.
Some outhauls are rigged with multiple purchases.

I did this a couple years ago because the moving block had disintegrated. I was pleasantly surprised to find I could do the whole thing thru the opening in the aft end boom cap. There is a fixed block somewhere at the forward end but I just threaded the new line thru. I also worked from the diagram John attached but found it to be a very crude and inaccurate depiction of the reality. I can't remember how the lines were routed but seem to recall the aft one terminating thru the cap. I'll try to remember to look next I'm at the boat.
