I'm sure pieces of 3/4 inch plywood, well tied down, with a lot of cement nails sticking up, would deter them, and solve the problem. One such experience could disuade them from landing on any boat, in the future.

I have watched landing bald eagles wreck almost every mast head indicator, in one marina here. Ask the salesman if it will survive an eagle perching on it.
