I'm looking to relocate our boat to a new winter home on the Atlantic side. Florida is out however was thinking Virginia or Carolinas.

I have friends who have relocated to New Bern, NC (specifically Fairfield Harbor) and love it there. They are sailors also.
New Bern is a great location. I grew up there and know it well. However, sailing is better around Oriental, NC...about 30 miles downriver from New Bern. On the ICW, near the Pamlico Sound and a short 25 mile run to Beaufort/Morehead City and the beaches.
Several nice marinas there...Sea Harbour Yacht Club is very well protected and is well managed.

Have to second the lower Neuse and Pamlico Sound. We spent almost 18 months there on the way to Florida. Since I had a history with Beaufort/Morehead City and the beaches I opted to go the south shore at Matthew's Point(http://www.matthewspoint.com/ ). Made it easy to drive to those places. From Oriental, a great sailing town, it is a long drive with a ferry ride.
Oriental gets my vote ...

Try the Hampton Roads Area
We live here in the lower Chesapeake Bay (Chesapeake) area and there are many marinas locally and you have the whole Chesapeake Bay and all the rivers to explore. We have been sailing here for 15 years and not even close to visiting all the places you can venture out to. Good place to hold up for the winter months also.
Curious as to why the move. Are you not already on the Chesapeake? Any location on that bay would seem to me to be as good as it gets.
We were away from Lake Erie for over three years, half of that in NC and the rest in Florida. Having been through just one named storm with all the problems and expense of it makes me wonder if I would do it again. Might be better to stay on the Great Lakes and have a trailerable for the winter months. Now that should start something.
I do miss the dolphins though.

I, too, would vote for the Carolinas. While I really love the Chesapeake Bay, I don't think it makes a great sailing locale in winter. I think there is more (comfortable) year round sailing in the Carolinas.
Winter sailing is a good point. Virtually no one on the Neuse or Pamilco sound hauls their boat out for the winter. You can often catch a few comfortable sailing weekends even in January and February. My wife and I have sailed on New Years Day a couple of times in the last few years.
I second Mathews Point on the Neuse. We have been there for a little more than a year now and it is a quiet well run marina. Not as busy as Oriental. My wife and I like the quiet places now. As to the named storms there are a couple of reasonably secure anchorages just up the creek from the Marina.
You wrote 7'3" ! And that is not a typo? Well forget Matthew's Point and most of the Oriental marinas. For sure you can't go down the ICW and most of Florida would be off limits. I draw a little over 4' and had to wait for high tide at several inlets.
We loved it there.
Have to admit, the lower Chesapeake is great. We were stationed there and sailed out of the NOB marina. We kept our 23.5 in the water year round. We sailed in January, hot chocolate and blankets, but it was cool. I miss it.

You can't go wrong either way. We love both areas. We also landed near New Bern, NC in Fairfield Harbour and love it Oriental is a terrific bet as well. It's a bit closer to the outer banks and ocean than new Bern and also a really cool small town. Reminds me of Cape May, 40 years ago.

Ok willmott, just saw this on another post I see where you are, you must be planning to head south out of Oriental in the fall.
