We went on a sail on my son’s Wigeon, and a speed boat came by - wave hit and the rudder was gone. Where is the best place to get a replacement? Has anyone had any luck in building one from scratch?

You can buy a replacement rudder from D&R Marine, www.drmarine.com
However, that option is a bit pricey! Here are pictures of 2 types of rudder used on the Widgeon, you may be able to find a rudder for another similar-size boat that will work without major modifications or make a new one yourself. The newer version below is labeled "Javelin rudder" but the basic design is same ,I think the Widgeon rudder has a slightly smaller lower part/blade.
