This week on the Chesapeake bay we had one commercial tanker in the marked channel and one cargo ship outside of it coming straight on us *yks.( of course we got out of it's way ). Question:- Are commercial ships required to stay in the designated channel off Annapolis ?

No! the channel is marked for the convenience

of shipping interests. But ships are constrained only by their draft. The tugs with their empty gravel barges always cut corners coming up the channel to the quarry on the Susquehanna River. In fairness I must say that the channel is pretty wide at the lower end.

The channel!!!

Don't get confused. The channel has no political or religious or commercial or legal implications. Boats are boats. Think about it, if your boat can cut a corner due to your "lack of draft" is that a "violation" of some law? The channel is only marked so that vessels that are constrained by draft have a visual marker so they don't run aground. There is no law that says you can't run aground. Yet another reason to "keep a good look out"
